SIM HONG MENG

Chief Executive Officer


Hong Meng graduated with a Mechanical Engineering honours degree from the National University of Singapore in 1991 before embarking on a distinguished military career in the Singapore Armed Forces. He started his career as an Artillery officer, and has taken up key appointments in both command and staff positions in his 30-year career before retiring as a Colonel in 2015.  

 

As an Artillery officer, Mr Sim has had extensive operational and management experience through stints such as Battery Commander, Senior Tactics Instructor at the School of Artillery and Operations Officer at Headquarters Artillery.  He earned a distinguished US Warfighter award in 1998 while attending the Field Artillery Officers Advanced Course at Fort Sill, Oklahoma, and followed shortly in 2000 with a Distinguished Graduate award at the Singapore Command and Staff College.  He was appointed Battalion Commander in the Singapore Artillery. During his tour, he led the Battalion to earn the title of Best Artillery Unit in 2003. 
 
Mr Sim took up a personnel management role to manage an Army Division’s human resources comprising over 20,000 men and women where he was responsible for the entire personnel life cycle from recruitment, personnel development and performance management, succession planning to exit management of each and every individual. The success of his work was recognised with the achievement of ISO9001:2000 certification.  He later led the School of Manpower, as her Commanding Officer, to achieve Singapore Quality Class certification in 2006.  
 
In 2010, he partnered key stakeholders in implementing an enterprise-wide HR system in 2010 to replace several legacy systems across the Ministry of Defence and Singapore Armed Forces.  In his role as the Head of the Army HR Transformation Branch, he further collaborated with leading industry and education providers such as SHRI, Nanyang Polytechnic and NUS to establish a new SAF HR Institute that offered professional courses to both military and civilian employees. 

As an earnest lifelong learner, he attended the Executive Programme in International Management with NUS-Stanford and completed the Global Executive MBA with INSEAD.  He put his knowledge into practice at the height of his military career, when the Mr Sim was appointed as the Deputy Director (Personnel Management), Manpower Division taking charge of a multi-disciplinary team to review the Ministry’s arrears management system.

 

He also obtained a Graduate Diploma in Leadership and Organisational Development (Civil Service College) during this period prior to assuming his next appointment as Commander, Central Manpower Base (CMPB), where he was responsible for enforcing National Service enlistment. 

CHRISTOPHER LIM

Director, Business Development

After his graduation, Christopher served as an engineer in Singapore Technologies (Training & Simulation) Pte Ltd, then known as iTS Pte Ltd, and was involved in technology transfers between simulation companies and Singapore. As one of the engineers in the pioneer group, this opened up opportunities in being actively involved in several simulation programs with the Singapore Armed Forces. His engineering experience spanned across live, virtual and constructive simulation development programs for the land, naval and air forces. His engineering career as one of the early generation of training and simulation engineers in Singapore gave Christopher the opportunity to take leading roles in the learning and collaborative design efforts with major overseas players in the simulation industry.

 

Christopher continued on and assumed the roles and responsibilities of program manager for several programs where he led up to 20 engineers in the development phase of the training programs, the largest program being worth up to S$65 million. His technical and industry experience gave Christopher the leading edge in effective program processes, requirements engineering, system design and implementation, and program & technical risk assessments to deliver effective training systems to the customer. He was also responsible for the capability build-up in the engineering and program management aspects vis-à-vis the programs under his responsibility. He succeeded to build up the visualisation and modelling engineering capabilities, voice communication simulation capabilities as well systems engineering capabilities for promulgamation to other programs. He also spearheaded in the setting up of in-house use case requirements engineering process, human factor engineering methods.

 

Christopher was first given the opportunity in marketing when he was tasked by top management to spearhead the exhibition efforts in one of early Asian Aerospace Exhibitions where he was responsible for the company's showcase of products. The unique combination of technical, marketing and business development as well as in-depth industry knowledge has given Christopher the necessary skill sets to design new initiatives for business potentials in the civil defence, law enforcement and commercial agencies.

 

Christopher holds a honours degree of Electronic and Electrical Engineering from the prestigious University of Edinburgh and he furthered his studies attaining his Graduate Diploma in Defence Technology from the National University of Singapore.

EE FOOK CHOON

Director, Technology

After his graduation, Fook Choon joined DSO National Laboratories in the mid-1980s and accomplished the first major implementation of the Command and Control System for the Singapore Navy followed by many other defence related programs. In the 1990s, Fook Choon went on to Computer Systems Organisation (CSO) , part of a government agency, leading a team to roll out the first WinTel based C2 system for the land forces which was subsequently established as a reference architecture for subsequent implementations. 

Fook Choon continued his technical career in Hong Kong where he joined Cyber Business Network (HK) Limited  as its Chief Information Officer to lead the Service Enablement team in Greater China Region (China, Hong Kong and Taiwan) during the Dot Com era. As its CIO, Fook Choon participated in the helping governments and enterprises to create and deploy their internet strategies. 

In 2005, he returned to Singapore to join ST Electronics (Information Software Systems), as its Solutions Director where he was responsible for the development of software frameworks and strengthening technology partnerships with the solutions team under his leadership. In 2010, he took up additional roles to lead the Business Unit focusing on the implementation and deployment of a series of Battlefield Management System projects. 

Fook Choon holds a honours degree of Engineering Physics from the National University of Singapore.

MR ALEX LEE

Director, Operations

Alex Lee has more than 20 years of experience with the Singapore Armed Forces in developing strategic programs and operational plans in both local and international organizations. He is well versed in working in Multi-national, multi-agency, multi-cultural, complex environments. Alex areas of expertise include Education and Training, Organisation Development and Strategic Planning. Areas of expertise and experience include Special Operations & Counter-Terrorism, Intelligence, Peace Operations, Humanitarian Assistance and Disaster Relief Operations and Civil Military Cooperation and Coordination before he retired from the service at the rank of a Lt. Colonel. 

 

Alex continues to provide consultancy services as a Subject Matter Expert (SME) on Peacekeeping Operations (PKO) for the Centre of Excellence for Disaster Management and Humanitarian Assistance (COE) and the Centre for Civil Military Relations (CCMR). COE is based in Hawaii and supports the US Pacific Command (USPACOM), while CCMR is based in California within the US Post Graduate Naval Academy. As a PKO SME, conducted lectures, facilitated discussions and Command Post exercises for international military and civilian participants in the Asia Pacific Region, specifically in Hawaii, Malaysia, Singapore, Thailand and Mongolia.

 

His career includes appointments as Head Training (Operations Other Than War), Joint Operations Department, Chief Plans, Civil Military Affairs, UN Peacekeeping Force HQ United Nations Transitional Administration in East Timor (UNTAET).

 

Alex holds a Bachelor of Science graduate from the National University of Singapore.
